"people are dying"

I've been hearing this phrase in my head for awhile, now

(but it's in the news from the governor of Puerto Rico, after hurricane Maria)

what it means:
8 possibilities (but we all know it's just one)

"people are dying"
1. literally (just dead)
    or, getting closer to death (all of us, right?)
2.figuratively, a. (embarrassment), b. ("little death", aka orgasm)
3. code: (dying = killing) e.g. you are dying me
4. homonym, dye-ing (coloring a fabric)
5. DI-ing (e.g. princess Diana)
6.die-ing (obsolete form of the singular of dice)
